AVSE Global and the Ho Chi Minh National Academy of Politics are pleased to announce the 5th Vietnam Symposium on Leadership and Public Policy (VSLP-2023), which will take place on 25-26 October 2023 in Hanoi, Vietnam, with a focus on the topic "Embracing Innovation and Creativity in the Digital Transition: From Vision and Policy to Reality".
The VSLP aims at promoting collaborative research initiatives and experiences between Vietnamese experts and their foreign colleagues in both Vietnamese and international contexts. It provides a unique platform for academics, practitioners, researchers and policymakers to exchange knowledge and expertise within public management, leadership, and policy innovation. Participants will find the event an excellent opportunity for presenting new researches, exchanging research ideas and discussing current trends and developments of the field.

Ramesh is Professor and UNESCO Chair on Social Policy Design in Asia. Previously, he was the Founding Head of the Department of Asian and Policy at the Hong Kong Institute of Education; Professor of Social Policy at the University of Hong Kong; and Chair of the Department of Government and International Relations at the University of Sydney. Specialising in public policy and governance in Asia with a particular focus on social policy, Ramesh has authored and edited several dozen books and journal articles. He is the founder and editor of highly ranked journals Policy and Society and Policy Design and Practice as well as the acclaimed series Cambridge Elements in Public Policy. He is currently the President of the International Public Policy Association.

M. Jae Moon is currently Underwood Distinguished Professor of Public Policy and Management and Director of the Institute for Future Government at Yonsei University. He is currently a member of the Presidential Committee on Digital Platform Government and also chairs the as Digital Government Document Innovation Forum as well as the National Strategies Research Committee of the National Research Council for Economics, Humanities, Social Sciences. He is also currently serving as a member of Advisory Group for Digital Technology for Development for Asian Development Bank. He is an elected Fellow of National Academy of Public Administration (NAPA). He was selected as one of world’s 100 most influential people in Digital Government 2018 and 2019 consecutively by Apolitical which is a London-based leading nonprofit organization.
He also received Order of Service Merit-Red Stripe from the Government of the Republic of Korea for his contribution to the public sector innovations as well as Donald C. Stone Award from the American Society for Public Administration in 2020. He served as International Director of American Society for Public Administration and Vice President of Korean Association of Public Administration. He was recipient of Mosher Award and Best Article Award for his works published in Public Administration Review and Review of Public Personnel Administration. He also received the Peter Boorsma Award for international service and Donald Stone Award for his professional services. His work on digital government and e-government was also selected as one of the most influential 75 pieces published in Public Administration Review which celebrates the 75th anniversary.
He has been participating in consultation and training programs in areas of public management and digital government for various official development assistance (ODA) projects of the Republic of Korea as well as various international organizations such as Asian Development Bank and World Bank. Prior to joining in Yonsei University, he was a full-time faculty at the Graduate School of Public Affairs of the University of Colorado (1998-2002), the Bush School of Public Services at Texas A&M University (2002-2004), and the Department of Public Administration of Korea University (2004-2006).

Contributions on topics related to leadership, public policy, and their interfaces are highly encouraged. The symposium program will include paper presentations, roundtable discussions and case study demonstrations, along with contributions from prominent researchers, academics and professionals, policymakers, entrepreneurs, and practitioners from leading universities, institutions and governmental agencies.
